CBR (Constant bitrate) is a method of encoding the stream data (video) when the specified bitrate does not change in the course of the whole broadcasting.
CBR is useful for streaming of multimedia content using the channels with limited bandwidth because, as distinguished from VBR, it ensures the stream width in an accurate manner. At the same time, CBR is not optimal for storage, because it does not allocate a sufficient amount of data for complex scenes (that leads to deterioration of their quality), and wastes resources on simple scenes.
